CASE SUMMARY: In the mid-1990s, Vogelsang molested five boys who were only 5 to 11 years old. Vogelsang grabbed and kidnapped one of the victims and attempted to kidnap another victim. He stated his preference was boys age 5 to 11. In addition to child sexual assault, he was also heavily into child pornography.
RISK ASSESSMENT: At his last parole hearing in 2024, he was found unsuitable for parole because he posed an unreasonable risk to public safety. Just one year later in 2025, he was granted parole – even though a risk assessment performed by a forensic pathologist found him to be above average risk of reoffending. This is a direct quote from the inmate at the parole hearing: “…you have to stop masturbating to images of child in your mind or real child pornography, leads to molestation, molestation leads to kidnapping and the kidnapping leads ultimately to murder of a child.” The report states Vogelsang’s crimes provide evidence of recurrent, sexually arousing fantasies, urges or behaviors involving sexual activity with prepubescent male children and evidence that he acted on these urges. He was diagnosis with Pedophilic Disorder, Sexually Attracted to Males.

PAROLE HEARING DATE: January 17, 2026 – GRANTED
CASE SUMMARY: In April 2001, the victim was walking on Stockton Boulevard when Eghtesadi and his female co-defendant stopped and asked her for directions. The victim then asked Eghtesadi for a ride home, but he drove her to his apartment instead. Once inside, Eghtesadi and the co-defendant committed numerous and unimaginable sexually sadistic violent assaults on the victim. The victim was eventually allowed to leave and noticed money and pictures missing from her purse. When she confronted Eghtesadi about her belongings, Eghtesadi took a knife and held it up in a stabbing motion. The victim left and contacted police. The victim stated she wanted Eghtesadi to receive the maximum sentence allowed.
PRIOR HISTORY: Eghtesadi had an active warrant on the Attempted Murder, Forcible Rape, Lewd Act on a Dependent Adult and Forcible Sodomy charge for stabbing a woman twice after scaring her into performing oral sex and having sexual intercourse with him in 1998. In February 2001, he forced another woman to perform oral sex and sodomized her while pressing a knife against her ribs. He then forced her to have sexual intercourse.
RISK ASSESSMENT: In a 2022 Risk Assessment, Eghtesadi was found to be Higher Moderate Risk for violence with a 5-year denial, yet he was advanced. His 2025 Risk Assessment states Eghtesadi was found to still be a Moderate risk for violence. It further states that he meets the paraphilic disorder of sexual sadism. He admitted engaging in recurrent acts of forced sexual activity, and being sexually aroused when someone says, “no and resists.” He stated, “Rejection is one of my triggers, I felt disrespected, took knife from kitchen and told her I would cut her face, or she had to do what I asked, I saw fear in her face, I got aroused, excited…I took the knife and stabbed her to show her I cannot tolerate any rejection.” Eghtesadi admitted to having fantasies about inflicting pain on someone and being aroused by seeing a prostitute on the show Law & Order just a few years ago.

CASE SUMMARY: In 1988, Blount went on a 10-day crime spree. The first victim was a 40-year-old mother who was home with her 8-year-old son when Blount rang her doorbell. When the victim answered, Blount forced his way into the home and repeatedly punched the victim in the face, causing a broken nose, black eyes, and lacerations. Her son was terrified and hid behind a couch during the assault. The victim screamed so much that Blount fled. That SAME DAY, Blount forced a 13-year-old girl into his car at knifepoint and drove off with her. Blount then raped the victim and stole $14 from her to buy before releasing her. Days later, Blount kidnapped a 65-year-old woman while brandishing a knife and forced her into his car. After driving the victim around and forcing her to write him a check for $200, the victim escaped when Blount stopped at a red light. The next victim was a 13-year-old girl, who Blount attempted to kidnap. That victim was able to escape. A few days later, Blount ran up to a woman with a knife, grabbed her purse, pushed her down and fled. It was reported to police that Blount disliked women.
RISK ASSESSMENT: In a February 2026 Risk Assessment report, Blount was asked why he raped the 13-year-old child, to which he stated, ““I have to admit, the control and dominance. I did get a thrill out of it, I can’t lie…” He went to state, “To be honest, I was a psychopath, psychopaths don’t have any emotions and feelings.” When asked about his sexual offending triggers, he stated, “Hanging around areas with young girls frequent, school yards, where they tend to frequent.” He added, “All these crimes were against women, just any situation where I’m around women could trigger me, so have to be conscious and use skills and tools I’ve learned.” Blount was diagnosed with antisocial personality disorder. While in prison, he denied participating in any sex offender treatment. In 2021, he lacked parole plans and the examiner noted he still lacked parole plans and “completely disregarded Board recommendations after his last hearing.” He was deemed a Moderate (Higher-Moderate) risk for violence.

CASE SUMMARY: In the 1990s, Tinoco molested a 4-year-old girl on at least three separate occasions. Tinoco had also stuffed a rag down her throat to prevent her from talking or screaming and threatened to further harm her if she told anyone.
RISK ASSESSMENT: A Risk Assessment Report from his last parole hearing in 2023, showed Tinoco gave inconsistent versions of the crimes and ultimately stated, “he would need help every day of his life.” He was found to be a Moderate (medium) Risk to reoffend and was not granted parole. In a February 2026 Risk Assessment Report for his upcoming April 15th hearing, Tinoco denied and had different versions of his previous story, admitting to only one incident of child molest. The report also states, “…Mr. Tinoco has yet to engage in sex offender treatment/self-study and lacks full awareness into the factors that contributed to his sexually violent behavior. His lack of awareness into his offending places him at risk of engaging in such violence in an unstructured setting. In this current Risk Assessment Report, Tinoco was again, found to be a Moderate Risk for violence.
