CASE SUMMARY: In the mid-1990s, Vogelsang molested five boys who were only 5 to 11 years old. Vogelsang grabbed and kidnapped one of the victims and attempted to kidnap another victim. He stated his preference was boys age 5 to 11. In addition to child sexual assault, he was also heavily into child pornography.
RISK ASSESSMENT: At his last parole hearing in 2024, he was found unsuitable for parole because he posed an unreasonable risk to public safety. Just one year later in 2025, he was granted parole – even though a risk assessment performed by a forensic pathologist found him to be above average risk of reoffending. This is a direct quote from the inmate at the parole hearing: “…you have to stop masturbating to images of child in your mind or real child pornography, leads to molestation, molestation leads to kidnapping and the kidnapping leads ultimately to murder of a child.” The report states Vogelsang’s crimes provide evidence of recurrent, sexually arousing fantasies, urges or behaviors involving sexual activity with prepubescent male children and evidence that he acted on these urges. He was diagnosis with Pedophilic Disorder, Sexually Attracted to Males.
