District Attorney Anne Marie Schubert announced today the filing of two criminal complaints against Sacramento Police Officer Justin Shepard.

The first complaint charges Officer Shepard with misdemeanor possession of anabolic steroids.  The second complaint charges Shepard with felony domestic violence.  The domestic violence complaint stems from an incident that occurred on May 6, 2021. Officer Shepard has been on administrative leave since the date of that domestic violence incident. (See Sacramento Police Department Press Release). That matter had previously been referred to our office and on June 9, 2021, we declined to file charges based on insufficient evidence.

Concurrent with the domestic violence investigation, the Sacramento Police Department and the District Attorney’s Office were investigating Shepard for anabolic steroid use.  During the course of that investigation, Officer Shepard was involved in another domestic violence incident in San Francisco County.  Based on new criminal conduct and further investigation, our office filed domestic violence charges stemming from the May 6, 2021 incident.

Officer Shepard was booked into the Sacramento County Jail on an arrest warrant obtained by San Francisco County and two arrest warrants from Sacramento County. He is currently scheduled to be arraigned on the Sacramento County complaints on Tuesday, August 17, 2021.
