District Attorney Jan Scully announced today that she has declined to file criminal charges in an incident involving two County of Sacramento employees accused of abandoning two cats in Rio Linda. After a review of the evidence in this case we determined that there is insufficient evidence to support the filing of criminal charges related to animal abandonment.
